Allocated annual budget reform to pay off national deficit

I would suggest changing the way that ALL government agencies spend the remainder of their allocated budgets at the end of each fiscal year. Organizations feel the need to spend the money that was given to them or else they will be penalized by a budget reduction the next year. I would suggest eliminating this penalty and STRICTLY rerouting these leftover funds to paying down our national deficit. BILLIONS of dollars could be saved this way, especially from DOD.
