Allow temporary to permanent job conversions without making the employee reapply to the position

Eliminate the requirement that people hired into temporary and NTE (Not to Exceed) appointments have to recompete (reapply) through the case exam job application process in order to be converted into permanent positions with the same Job Description and duties (when the need and funding for a permanent position becomes justified). Providing a process to convert productive employees from temporary to permanent status as warranted would reduce time spent by hiring managers and personnel staff, reduce the need to retrain new employees due to high employee turnover, and encourage retention of highly qualified individuals. The private sector often uses temporary hires to identify good employees for conversion to permanent status after a period of time and satisfactory performance evaluations. The federal government should do the same to encourage recruitment of quality candidates and simplify the hiring process, especially for entry level positions.

    This used to be done...check the CFR... if an employee works 3 years continous, that position was theirs. However it was taken away due to management using this to hire their favorites!
