Clearances should be transportable amongst government agencies

Security clearances are used by multiple agencies (DoD, DOE, DNFSB...) but there is no reciprocity between agencies. A Q-clearance granted by DoD should be "portable" if the employee goes to DOE and requires a Q-clearance for that job. Clearances are very expensive (paperwork, investigations, interviews, etc) and the delay in obtaining the new clearance prevents the employee from being fully productive when the join the new agency.

  2. As a contracotr of DOE working at LLNL, I can tell you that when we've hired people here that had a DoD clearance, there was some reciprocity that took place. That said, the DoD clearance didn't necessarily equal or map over directly to what we needed (e.g., a TS came over to us as an L, not a Q).

  3. I just witnessed the government spend thousands of dollars investigating an entire agency's employees for a CONFIDENTIAL clearance when many of them still had active DoD clearances of much higher levels. What a waste!

  4. They should also put your clearance info on the gov smartcard ID cards that came out. That way, your clearance goes with you when you travel.
