The Regional Shore Infrastructure program in the Navy, which forces small commands to have the large "region" provide all their support services, is incredibly inefficient in that there is no accountability for services that are not provided or provided incorrectly. The small command ends up paying costs that are an order of magnitude higher than it would cost to get these services elsewhere, and, there is no recourse if the work is not performed or done incorrectly. I estimate that at least 75% of every dollar is wasted.
