Do we always need to buy refundable airplane tickets?

Does the military ALWAYS have to buy fully refundable tickets, which cost more? How many commercial flights do military personnel actually end up having to cancel or change? In the grand scheme of things, we might be able to save money by buying non-refundable tickets (at least part, if not most of the time) and paying the penalties when plans change.


It may seem wasteful in those individual instances to cancel or change a flight, but averaged over the thousands of flights that don't get cancelled or changed, it may prove considerably cheaper to book non-refundable flights than paying the extra money for a refundable ticket on every single flight.
