Use online, real-time, interactive, computer-based training (also called distance learning) in order to save time and money, and reach a wider audience. I have successfully taken on-line college classes using Blackboard software. This type of training can be taken at work, while telecommuting, or while traveling with a laptop computer with internet connection (some airlines offer internet service). It would behoove the Federal gov't to use this education platform for some training that otherwise requires expensive, time-consuming travel and per diem to bring participants to a centralized location.
The Department of Homeland Security, Customs and Border Protection training staff in Indianapolis occupy the same building leased by Blackboard, Inc. It would be a convenient and cost-effective starting point for the agency to engage Blackboard, Inc. in discussing training applications using the virtual learning environment.
