Expand the modeling and simulation workforce in the DOD. Having a larger modeling and simulation workface will increase the number of studies that can be conducted. Furthermore, it will limit costly and environmentally unfriendly live-fire testing. Costs associated with live-fire testing include the cost of ammunition (ex. up to several dollars apiece for some rounds), the salary of the tester, and hazard pay for the tester. This is not even taking into account the environmental costs of testing. Many times, the same live-fire tests could have been conducted using modeling and simulation studies, had the M&S workforce and computing power been larger. Additionally, the range would be free to conduct other tests, decreasing the cycle time for projects. Increasing the modeling and simulation workforce would make the DOD more time and cost efficient.
