I have seen a pilot of this great idea, but should be implemented Government-wide. When an individual goes TDY, he or she is allocated per diem for a hotel. If a person stays at a cheaper hotel, the traveler logs the money that is saved. After a certain amount of money is saved, half of this money is paid out to the individual as an award (with taxes taken out of it). This encourages those who travel for the Federal Govt. to stay at cheaper hotels. Example: If I travel to Washington DC and perdiem is $250 a night. Rather than staying at the Hilton, I stay at the Super 8 for $100 a night. I have saved the Government $150/night. My incentive for doing this is splitting that $150 with me. The government gets to keep $75, I get $75 less taxes.
