    Some fraud cases go undetected; some are uncovered. Some moneies in fraud/overpayment cases are recovered; some not. Save SSA some time and manpower for people to self-report and stop the cycle themselves.

    To the above member:

    Amnesty is defined as a general pardon for offenses against a government. A pardon is a release from the penalty of an offense.

    IF that will SAVE the government money, then why NOT? Certain circumstances can be considered for this, perhaps not allowing the extreme cases of fraud - and full amnesty. But, how many people really get penalized for keeping SS money (as in overpayments) anyway? How much money and time is spent trying to convict them?
