Kill the Jacket and Tie and Save Energy

In an effort to cut energy costs, relax the jacket and tie culture of government offices to allow for office buildings to have the thermostat set at 72 deg F or higher during the summer. Most desktop computers do not need to be cooled at 69 deg F. Conference rooms could be set at a cooler temp when in use but general office spaces are often chilly and require sweaters or jackets during the day, even when it is 90 deg F outside!
