Reorganize and consolidate the Federal law enforcement community (FBI; DEA; ATF; US Marshals; Secret Service, those elements of the Internal Revenue Service (IRS) and the Customs Service that provide major investigative efforts in the federal criminal law enforcement process, etc.) under a separate, centralized agency head to create unity, improve efficiency, minimize overlapping responsibilities and reduce redundancy. It will help streamline operations, share electronic databases that store criminal or other relevant information, decrease territory battles and forge strong links between management and policymakers while strengthening access to information related to terrorism, violence and criminal activities that often crosses criminal enforcement lines (e.g., drugs/alcohol/arson/terrorism/guns/explosives), not to create a single "national police force," but to share resources and information, improve timeliness of response and reduce cost.
