Seek out incompetent managers:


Not all managers are, but the ones that are tend to kill moral, usually succumb to showing favortism to unworthy employees. I would start by allowing employees to rate their supervisor's performance, and have it count on their appraisal every year, if there is no improvement, then demote them to a lower position with no authority and lower pay. Your team and or department is only good if management allows them to be, but when the manager is incompetent, lazy, abuse power etc..., it has a devastating effect on the agency as a whole.
