I suggest that we change procurements rules to allow agencies to negotiate with offerors during competitive procurements for major systems. Currently, during competitive procurements for major systems, the Government is allowed to hold "discussions" to identify weaknesses in offeror proposals, but the Government is not allowed to negotiate with individual offerors in competitive procurements. This is completely the opposite of how private industry competes their major system procurements in that private industry holds significant negotiations to bargain for improved pricing and improved technical performance. Changing the rules to allow negotiation on major system acquisitions could result in savings of millions of dollars and improved technical performance for major systems that the government procures.
