Redefine Liberal Leave Policy to allow Telework

When OPM declares "Liberal Leave Policy" due to inclement weather or other events/emergencies, Federal employees are expected to use annual leave (without prior supervisory approval) or come in to work.

I suggest that the "Liberal Leave Policy" be revised to also allow employees with valid telework agreements to telework from home (without prior supervisory approval).

This would greatly increase Federal employee productivity during weather or other events/emergencies. Additionally, it would greatly reduce congestion on weather-impacted roads (it is not unusual to have 3-hour traffic delays) and eliminate traffic accidents of employees who do not have annual leave and are desperately trying to get to work in inclement weather conditions.
