I suggest you require all applicants for government jobs to drug test PRIOR to hire, which will save funds that would be expended on bonuses, training, travel, etc. For example; enlisted military recruits are drug tested at Recruit Training, which is AFTER the government has paid for personnel travel and household goods storage. And when these recruits fail the drug test, results are typically reported after more than four weeks of training, which is AFTER four weeks of paid salary and other administrative expenses. Then, the government is obligated to pay for return trip personnel travel.
