When providing local training of persons new to positions, there should be a manual with lesson plans and exercises with answer keys for the trainer(s), just as I've seen in most educational institutions. The trainer is usually not an experienced professional educator, and likely has been assigned this duty in addition to all the regular duties of their position (with backlog perhaps). Unnecessary man hours are expended by the trainer(s) in putting together their lesson(s), in determining correct and comprehensible answers to exercises, making photocopies; and frustration ensues, and not optimal training of the new employees. There also would be more coordination of the training effort if there were lesson plans. And, every port would get uniform training, as well as uniform and current updates.
