Ask software companies to report government software purchases where the licenses have not been downloaded. They will tell you if you ask. I was horrified to find that agencies buy expensive software licenses and then don't even claim them or download them. I called an office that had bought but not used a license and was able to get it transferred to my office because the government already paid for it. Ask the major companies like Oracle, Microsoft, Cisco, Adobe, Apple, Websense, GTSI, Primavera, VMWare, Sybase, Telelogic, etc. how many licenses were purchased by the government that were not claimed. Some of these companies will provide a list of the agencies and POCs that bought the licenses but never claimed them. Many of these licenses are still good or can be used to purchase a cheaper extension or upgrade.
