I suggest that we change how the Government approaches the end of the fiscal year. Organizations are afraid if they don't spend their budgets that their budgets will be reduced the following year. This fear causes a spending frenzy at the end of the fiscal year that probably results in billions of dollars of purchases of unneeded or foolish purchases.
Why don't we change this paradigm to reward Government agencies for not executing their budgets? Why not add a cash award incentive to agencies who save the Government's dollars by not spending all of their budget.
This idea will save the Government billions of dollars.
