Priority Placement

I suggest that civilian hiring for priority placement be used first and only once for filling positions without advertising a job vacancy. OPM and HR divisions waste enormous hours using a bureaucratic method that gives false hope to potential employees. eg. GS civil service USAF job is vacant, management goes to HR to fill, priority placement is looked into and not filled, position is opened up for external hiring, person is notified they have been referred for the position, Manager interviews numerous people, HR looks for priority placement again, priority placement is offered and accepted, individuals referred are notified the position was filled. The Manager and HR wasted more than three months of time interviewing and gave false hope to numerous people interviewed. This is an example of bureaucracy that wastes government time and leaves positions unfilled.
