Change the leadership structure of the HRO/EEO personnel at each organization to show a centralized leadership chain at a location away from the organization. That will facilitate perceptions of fairness at each organization becasue the employees will not feel the HRO/EEO personnel are working for the organization's leadership. It will also help the HRO/EEO personnel assist the employees without feeling threatened by the organization's leadership.
