Implement an annual “Recycle Supplies Week”. Years go by with our desk draws filled with unused supplies. If we identify a week every year and make it a government wide effort to recycle our supplies I believe the savings could be tremendous. We could also use this week to implement other recycle supplies ideas. For example, designate an area with a heavy duty stapler, 3-hole punch, paper cutter, etc. for office use or use scrap paper instead of notebooks and post-its.

I taught physics in a public school in an inner city for 33 years. I never had enough folders, staples, speakers, computer components, filing cabinets, bookcases, magic markers, batteries, staplers, trash cans, erasers, paperclips, pencils, chains, scotch tape, glue, scissors, staple removers, magnets, sticky notes, electronic switches, pens, plastic document protectors, clipboards, electronic components, rubber bands, clamps, wood, brushes, paper, string, or wire for my physics classes. In many Federal buildings are several different cans at convenient locations: waste, recyclables, aluminum/glass/plastic, and newspapers. Possibly we could add one more can at a few locations in these buildings for things that schools might use that we might otherwise throw out. As a teacher, I would have been happy to drive to one of these recycling cans to bring back the treasures that others might think of as trash.
At the very least, maybe a card could be posted with a phone number of a local teacher/school and placed above a box. Upon the box’s acquiring a nice goody/unwanted items, the teacher/school could be phoned to come pick up. On this card could be listed suitable items that might be of value to a local school/physics teacher/other teachers.
The best location for such boxes here at DOE HQ in Germantown would be at the main entrances/exits so that the teacher would not be inconvenienced in having to come through security to empty the boxes.
Items that are routinely available in many suburban schools are rare in our big-city schools.

I disagreePlace recycling bins around for more than just aluminum cans, and encourage everyone to recycle their items. I see an enormous amount of recyclables in garbage cans simply because there is nowhere else to put them, or people just don't have any incentive to recycle. I suggest a presidential initiative to ask all government employees to recycle, and couple that with readily available co-mingled recycle cans.

A CONDITIONAL RESIDENT CARD should be given to immigrants who DO NOT have a criminal record for murder, rape, DUI, or domestic violence. Those illegal immigrants who, at any point in their stay in the US, committed those crimes, should get DEPORTED to their country of origin right away.
Illegal immigrants should pay a fine of $2,000 to $6,000 if they entered the US with a visa and over stayed. And a higher fine should be given to the immigrants who crossed the border illegally in order to apply for the CONDITIONAL RESIDENT CARD. Illegal immigrants who paid some taxes should pay less than those who did not pay any taxes at all.
1. When a CONDITIONAL RESIDENT CARD is issued, it should be valid for one year. The individuals who keep a clean record as a CONDITIONAL RESIDENT CARD holder should be eligible to apply for a Permanent Resident Card after a four year period only if they have a clean record.
If an individual commits a crime, the CONDITIONAL RESIDENT CARD should not be renewed. That person should be deported after completing jail time for his/her crime.
2. When an individual is issued a Permanent Resident Card, the card holder should be able to apply for US Citizenship after completing 8 years as a permanent resident, ONLY if the individual entered our country with a visa and over stayed.
A Permanent Resident Card holder who crossed the border illegally may NOT be eligible at any pint to apply for US Citizenship.
In conclusion, we don’t need to give amnesty to ALL illegal immigrants. What we need is a law that will give the opportunity to HARD WORKING illegal immigrants a chance to stay legally in our country. A CONDITIONAL RESIDENT CARD will do just that. It will be issued, to individuals who want to become active members of our society with out hiding and with out fear.
With more HARD WORKING AND GOOD NATURE PEOPLE becoming CONDITIONAL RESIDENT CARD holders, the easier will be to deport non card holders who were at some point in jail for rape, murder, DUI, domestic violence, etc. That is the kind of illegal immigrants (BAD NATURE PEOPLE) we don’t want in our society.
I truly hope and pray to God that this TRUE SOLUTION gets seriously considered by the White House and become a reality in the near future (2011).
Lets ALL think that a lot of our men and women who serve the country (a lot of them dying in war) are the children of some very fine individuals that came to our country illegally and are still illegal. Their only mistake was to enter our country illegally for a better future.
Illegal immigrants (hard working ones) are a contribution to our country and should not be mistreated by people who take advantage of their illegal status by paying them cents for a job well done.

I suggest a new type of proactive solution in the form of an enforcement system to deter the hiring of undocumented workers (illegal aliens, deportable/inadmissible aliens) through self funded economic incentives (monetary rewards) generated by fines. It will encourage the public to report violators and discourage employers from hiring undocumented workers.
A percentage of the fines levied on employers of undocumented workers will be rewarded to people who report the violators: The employers who hire illegal workers. We will effectively deal with the challenge of undocumented workers (deportable/inadmissible aliens) by implementing a cost saving Deterrence Program modeled and based around a Crime Stoppers/Hotline type of format.
A National Hotline will be advertised and provided to the Public, it will provide an avenue that members of the public can report illegal hiring of undocumented workers and the whereabouts where they are employed at. The person calling the hotline (reporting the violation) is allowed to remain anonymous, once the worksite is inspected by the proper and corresponding D.H.S (Border Patrol, ICE, CBP etc.) authorities and the undocumented workers are verified and detained, the employer is fined and the anonymous tipster will be given a percentage of the fine (25%) collected by the United States Government.
This process will serve as a deterrent to the hiring and exploitation of undocumented workers and will reduce the economic incentives of employers and discourage employers from stepping outside of the law when they hire knowingly hire undocumented workers.
The other advantage that this program will create and provide is an immediate nationwide network of members of the public who will serve to provide information regarding hiring violations because of monetary incentives. These segments of the public that will be predisposed to report these violations will encompass a broad spectrum of the public from private sector workers. The potential reporting public will range from people that are that are themselves victims of work displacement or exploitation, to employers that are properly following the law and are being hurt by competitors that hire undocumented workers.
The deterrence factor to the Employer that weighs the risks of hiring undocumented workers will be profound. The knowledge that Employers will have of the monetary incentives of compensation available to those that report violations; that avenues of communication are provided to anonymous callers via this Hotline Initiative/Program will deter employers from hiring undocumented workers. This Program will also reduce the incentives for undocumented workers to illegally enter the United States.
This program will even be popular with the undocumented workers reporting on their own employers that have illegally hired them.
This will be evident in the form of economic incentive, for example:
An undocumented worker reports (calls hotline) on his employer, the employer maintains a staff of 50 undocumented workers (illegal aliens). Once the undocumented workers are verified and apprehended, and fines are imposed on the Employer, lets say $500 per alien, the person (possibly an undocumented worker) will be given the 25% proceeds of fines imposed $500 per 50 (undocumented workers). This is $6,250 for making a phone call and remaining anonymous. This is far better for than what the normal Employer that hires undocumented workers is willing pay or offer. The possibility of acquiring a substantial monetary amount for just making a phone call is a motivator. Once this becomes common practice, many employers will shed their undocumented workers for fear of economic loss through fines.
It is also likely that the undocumented worker that reported the previous employer, will report the next Employer that hires him illegally if the number of staff (undocumented workers) is enough to provide another big payoff. He or she will remain anonymous throughout the process. Many undocumented workers will take the substantial reward money and leave the United States. Eventually, this cycle will repeat itself with positive consequences (deterrence).
This is a program that will have a broader positive effect (mass deterrence of violators) with minimal enforcement through funds generated to compensate participants that are providing information on the violators (employers that hire undocumented workers).
Employees that are legally working or that have been displaced by undocumented workers will also have an incentive to report on these types of violations that they are aware of in their workplaces. This will teach employers to exercise restraint when they ponder violating immigration laws through the hiring of undocumented workers.
It is time we start taking innovative approaches and implementing viable solutions to difficult tasks in the areas of effective deterrence regarding Immigration laws.
This can be the start to providing a solution to a problem that affects the populace on a mass level.
This would serve as a deterrent to illegal aliens altogether. The undocumented/illegal aliens would lose their incentive to come to the United States when the ability to gain a job without legal status becomes very difficult. This would come in the form of the economic motivation that people would have (both with legal and illegal status) to gain monetary amounts easily by informing on lawbreakers anonymously. Once the "under the table" jobs dry up that are held by undocumented workers dry up and the benefits of entering the United States dissappear, the potential violators of these immigration laws will not come here.
This will alleviate crime,urban sprawl and will provide relief to our over burdened health care and school systems.

Last year alone, GSA spent $287 Million to buy 17, 205 new vehicles to its fleet bringing the new number to about 220, 205 vehicles. Each vehicle than requires insurance, gas, toll expenses, parking fees in some instances, violations etc etc. Lest not forget most of these vehicles are either V6 or V8 ie gas guzzlers. Most of the individuals drive vehicle care-free thus which leads to damage to vehicle as they tend to think "who cares its not my personal car". Red light and no parking violations are amount to un-necessary spending. All this and on top of it, GSA replaces majority of the vehicles every 4 or 5 years depending on agencies, some which have literally 0 miles on them. I, everyday see blocks filed with GSA vehicles just parked at one spot all day, some for weeks/months. How about we stop allowing the use of GSA vehicle for personal use/personal commute such from home to work or lunch or dinners or even shopping because if i were make a list i would have about 500 vehicles daily i would say that totally violate the so written, "For Official Use Only".
Instead provide transit assistant or bus service etc so the employees can come from home to work and back instead assigning a GSA vehicle.
I believe that by setting motor pools, as such implemented by NYC for its agencies currently in trial, where a set number vehicles are being shared between agencies, so instead having a vehicle assigned to an employee who might not use it for that day or even for the whole week or month, it sits in a parking with all, from where anyone needing vehicle could sign it out and return it when done.
Additionally, gas should be pumped at the motor pool to save money as by signing a fixed price or regulated price contract with a supplier. Vehicles should be checked before being signed out and checked when signed in as it will help account for damages to vehicle, usage, mileage etc.
Additionally, having one vehicle assigned to one employee, vehicles could be shared, CARPOOL, so if two or three or four employees need to go and do field work in one single area, they can carpool. Additionally, if possible the usage of vehicle should be limited in metropolitan regions as of availability of public transportation unless of-course for law enforcement or emergency/urgent needs. As my observation is that you will get where you need to be faster on subway than you will on car because of rush-hour/traffic etc in major cities such as NYC, DCA, LAX, ORD ie.
All this could leave to annual saving of close to 1 billion dollars and overall saving of about 6 billion dollars every 5yrs. And with all this saving, we could help save environment too.
*Savings are rough numbers i figured by calculating if it costs $287Million to purchase 17000 cars, how much it will cost to replace 212,200 vehicles about every 5yrs for estimated $3.5Billion, plus taking in account the gas, insurance, tolls, violations, and misc will estimate to savings of $5 - 6Billion.
*Further, how about not assigning a vehicle to individual with bad driving record/history.
*Not using GSA/civilian vehicle in combat zones, its unsafe, and leads to more casualties.

I disagreeMaterials that can be reused within an office should be. There is alot of waste that can be prevented. Just because you have to spend your budget does not mean to spend it on stuff you can recycle within the office.

That contracted company picks up the paper, shreds it and then recycles it for a profit; and also gets paid by the government for the work of picking up the paper. WE (the government) buy the paper, store the paper, pay a contracted company to pick up the paper and then we (the government) buy more paper; in every city across the United States. Let’s change this business practice and create jobs, create revenue and save the government money.
First, a Government Owned paper Shred “Service” would create jobs. I believe instead of building a business, the Federal Government can work with the city and state to use their facility; but hire (create jobs) Government Workers, to drive Government Trucks to Government Agencies and collect or empty the shred bins that most government agencies have due to PPI, SSI and anything personal or classified that needs to be shredded. Revenue would be generated from the recycled paper, bringing money back to the government, from the shredded recycled paper. (It will be awesome one day when we are totally paperless; but until then, let’s not throw this money away by misuse). Finally, if not already expressed the government saves money by not contracting out service at a high price and by benefitting from the recycled shredded paper profit. If this has already been suggested – then let me just say – great minds think alike :).

I have a suggestion to save money - government wide. I call it "Scratch this! (pad, that is)."
This is a very simple idea with huge cost-savings. When I was in the private sector, I worked at a hotel/resort that conducted business with a printing company (letterhead, business cards, etc.)
We were constantly steno pads, tablets of paper, etc., for folks to jot down notes (even though those notes were of a temporary nature.
I came up with the idea to recycle our "non-sensitive" paper (paper jams from copy machines, printers, etc., and any and all paper one would just toss into the garbage can or recycling bin.
That paper was collected periodically and the printing company would create glued pads (of various sizes) for use as scratch pads. One side would be clean (the original obverse) and one side would have whatever was on the front side at the time it was tossed (which would NOW be the obverse side).
The printer did this for free - since we did so much business in the line of letterhead, business cards, envelopes and the such).
If the government were to have ONE company that did ALL of our envelopes and letterhead (I don't know as we do), then in return for paying them for THOSE ITEMS - we would have in the agreement that they create our scratch pads from our throwaway "non-sensitive" material. Thus, those logistical managers who control what is ordered (in the way of office supplies) would provide these scratch pads instead of ordering BRAND NEW scratch pads, notepads, etc., thereby creating a huge cost savings government-wide.
We all have our way of saving up our throwaway papers prior to taking a stack to the recycle bin. Just as we are "green" in the way of having containers for recycling of "plastic" and "alumiinum" (at OUR workplace here at the Durham VAMC), we can have bins for the "sensitive" material and bins for "non-sensitive" material.

I disagreeStop the practice of replacing furniture every time a new SES, or political hire takes over an office. This is a waste of money for prestige or personal tastes at the expense of the government. New or like new furniture is replaced and goes where? If furniture is in useful condition it should stay, especially if in a sitting area or waiting area of an office.

I disagreeswitch the containers for prescription drugs from plastic to biodegradable paper. -- Even getting meds 3 months at a time, we still have a mountain of wasted prescription medicine containers.
Or, provide for recycling old pill containers at drug stores when getting new ones.

It is possible to have five or more copies of the same document being made – with little benefit to the government. The cost savings from paper reduction would be enormous, not to mention all the savings from binders, folders, file cabinets, copier use and related file management costs. Some agencies even use carbon copy paper (which is illegible)! By mandating agency to reduce the amount of paper to complete a transaction not only would the government save money but it would be helping the environment at the same time. The end result is a more efficient, greener government. Finally, the government could use the cost savings to purchase state-of-the-art document routing systems that use electronic signatures and integrate with financial systems to speed up the procurement process.

Millions of dollars are wasted every year by obsolete equipment depreciating in our motor pools not being used. The undocumented/illegal aliens would lose their incentive to come to the United States when the ability to gain a job without legal status becomes very difficult. This would come in the form of the economic motivation that people would have (both with legal and illegal status) to gain monetary amounts easily by informing on lawbreakers anonymously. Once the "under the table" jobs dry up that are held by undocumented workers dry up and the benefits of entering the United States dissappear, the potential violators of these immigration laws will not come here.
This will alleviate crime,urban sprawl and will provide relief to our over burdened health care and school systems.

I suggest a new type of proactive solution in the form of an enforcement system to deter the hiring of undocumented workers (illegal aliens, deportable/inadmissible aliens) through self funded economic incentives (monetary rewards) generated by fines. It will encourage the public to report violators and discourage employers from hiring undocumented workers.
A percentage of the fines levied on employers of undocumented workers will be rewarded to people who report the violators: The employers who hire illegal workers. We will effectively deal with the challenge of undocumented workers (deportable/inadmissible aliens) by implementing a cost saving Deterrence Program modeled and based around a Crime Stoppers/Hotline type of format.
A National Hotline will be advertised and provided to the Public, it will provide an avenue that members of the public can report illegal hiring of undocumented workers and the whereabouts where they are employed at. The person calling the hotline (reporting the violation) is allowed to remain anonymous, once the worksite is inspected by the proper and corresponding D.H.S (Border Patrol, ICE, CBP etc.) authorities and the undocumented workers are verified and detained, the employer is fined and the anonymous tipster will be given a percentage of the fine (25%) collected by the United States Government.
This process will serve as a deterrent to the hiring and exploitation of undocumented workers and will reduce the economic incentives of employers and discourage employers from stepping outside of the law when they hire knowingly hire undocumented workers.
The other advantage that this program will create and provide is an immediate nationwide network of members of the public who will serve to provide information regarding hiring violations because of monetary incentives. These segments of the public that will be predisposed to report these violations will encompass a broad spectrum of the public from private sector workers. The potential reporting public will range from people that are that are themselves victims of work displacement or exploitation, to employers that are properly following the law and are being hurt by competitors that hire undocumented workers.
The deterrence factor to the Employer that weighs the risks of hiring undocumented workers will be profound. The knowledge that Employers will have of the monetary incentives of compensation available to those that report violations; that avenues of communication are provided to anonymous callers via this Hotline Initiative/Program will deter employers from hiring undocumented workers. This Program will also reduce the incentives for undocumented workers to illegally enter the United States.
This program will even be popular with the undocumented workers reporting on their own employers that have illegally hired them.
This will be evident in the form of economic incentive, for example:
An undocumented worker reports (calls hotline) on his employer, the employer maintains a staff of 50 undocumented workers (illegal aliens). Once the undocumented workers are verified and apprehended, and fines are imposed on the Employer, lets say $500 per alien, the person (possibly an undocumented worker) will be given the 25% proceeds of fines imposed $500 per 50 (undocumented workers). This is $6,250 for making a phone call and remaining anonymous. This is far better for than what the normal Employer that hires undocumented workers is willing pay or offer. The possibility of acquiring a substantial monetary amount for just making a phone call is a motivator. Once this becomes common practice, many employers will shed their undocumented workers for fear of economic loss through fines.
It is also likely that the undocumented worker that reported the previous employer, will report the next Employer that hires him illegally if the number of staff (undocumented workers) is enough to provide another big payoff. He or she will remain anonymous throughout the process. Many undocumented workers will take the substantial reward money and leave the United States. Eventually, this cycle will repeat itself with positive consequences (deterrence).
This is a program that will have a broader positive effect (mass deterrence of violators) with minimal enforcement through funds generated to compensate participants that are providing information on the violators (employers that hire undocumented workers).
Employees that are legally working or that have been displaced by undocumented workers will also have an incentive to report on these types of violations that they are aware of in their workplaces. This will teach employers to exercise restraint when they ponder violating immigration laws through the hiring of undocumented workers.
It is time we start taking innovative approaches and implementing viable solutions to difficult tasks in the areas of effective deterrence regarding Immigration laws.
This can be the start to providing a solution to a problem that affects the populace on a mass level.

Due to the exponential growth of the DoD’s Demil Stockpile, the costs associated with it, and the export of valuable raw materials from the demilitarization of munitions and DoD turn-in items, I recommend the scrap material from DoD turn-in items and Demilitarization efforts be recycled at government run or contracted processing plants (i.e. Steel mills). Congress passed the Resource Recovery and Recycling (R3) Demilitarization Law, which went into effect in 2007. Prior to the law salvageable material was sold as scrap and proceeds were sent to the US Treasury; after the law salvageable scarp is still sold at scrap value, but the proceeds are reinvested into R3 programs (De-Mil). This scrap is often very high quality, but sold at the going scrap rate. This program would send all scarp and turn-in items directly to a facility, which would recycle the material into useable raw material. These recyclables/government furnished material (GRM) products could be passed on to DoD programs and supplied to contractors as GFM.
I.E. a rocket motor made from Aermet 100, which was made from raw material costing $50/lb, would NOT be sold as scrap for $20/lb, but reprocessed at a government or contractor ran processing plant at $10/lb. The processing cost to turn Aermet 100 scrap into useable Aermet 100 raw material at $10/lb would essentially save $20/lb as a program wouldn’t have to buy the raw material at $50/lb but $30/lb from the facility.
This not only controls the prices of raw materials associated with programs; but because the material has already passed through quality control it helps prevent contamination. This joint services effort would not only help generate revenue for PM-Demil and R3 programs but reduce risk to programs through better quality controlled and regulated raw materials. It would also control the export of valuable natural resources to other countries. Cost savings could be in the billions over the life of the program, but mainly it could insure the security of our valuable materials used for DoD applications during peace time.

We, the United States federal government need to lead by example. By putting forth the effort to educate and bring awareness to all federal workers, that each one of us makes a difference, we will be taking the steps to be greener and will not only be saving energy and costs but will be setting examples for everyone else to follow. This can be accomplished in a paperless fashion with the use of electronic media (E-mail, TV, Webinars, etc.).
I work for the Federal Bureau of Prisons in the facilities department as an Electrician and Electronics technician and have been in the Electrical field for over 25 years. I truly believe that the “Power of One” can make a difference and that by bringing this awareness to all federal employees to start, will make an astronomical difference in this country.

Instead of increasing the postal rate, projected to reach $0.46 in 2011, to compensate for facing a projected $7-billion budget gap, the United States Postal Service should collaborate with sanitation workers in a plan wherein the latter would help deliver mail on the specific day of the week their pick up is scheduled for.
The benefits from such a plan include:
1. One-sixth or 16.7 percent of the USPS expenses would be reduced by contracting the delivery of mail one day per week with local sanitation workers. In areas where recycling sanitation workers and other sanitation workers collect on different days, the USPS budget could potentially be reduced by 33.3%, if the USPS were allowed or incentivized to work with both sanitation departments and reduce their heavy work schedule and burden.
2. Postal rates would note need to be increased as frequently and at the scale they are.
3. More jobs would be created ouside of DC, and cross training for USPS and sanitation workers would give thousands of people more opportunity for career advancement.
4. Reduced impact on the environment and global warming.
A second supplement to the USPS projected budget gap would be to incentivize private citizens and businesses to pick up their mail at a post office. This could be accomplished with at least two methods:
1. Reduced tax rate or reduced postal rate for commercial and business mail, parcels, packages, etc.
2. Reduced postage rate for citizens and businesses that elect to pick up their own mail at the post office.
Benefits 2,3, and 4 listed above would be optimized and quickly realized with these methods.

These giant centers will be equipped to store, analyze and manage excess equipment and materials for the most efficient disposal method, be it reuse in another agency, sale, recycling, destruction or donation. Have these excessing centers accept materials from the entire Federal government, including materials from classified spaces in need of special handling. Experts in disposal policy will be centralized to provide their knowledge. Valuable materials not yet obsolete (computer switches, for instance) should be listed in an online catalogue for an appropriate discount "used" materials price for purchase by the government for a discount OR private individuals for full price. Reward creative cost-recovery methods, such as use of eBay, auctions, donations to partner governments as part of aid packages, and so forth. Study whether a straight fee structure (say, per pound) or a commission basis is most appropriate for the agencies sending their materials.
