Few agencies, including OMB, correctly follow the Paperwork Reduction Act regulations. OMB can automate the process for evaluating reporting burden. I suggest you reduce the written requirements of the Paperwork Reduction Act. This will reduce printing, paper, and mailing costs. The Paperwork Reduction Act Statement is required on all government forms. The Social Security Administation alone has several thousand forms on which the statement must appear. The CFO Act of 1990 accomplished the original objectives and without doubt, improved accountability, management and reporting within the government. Professionalize how Clinger Cohen Act is implemented by requiring all information technology personnel have the Core Competencies added to their training portfolio. OMB Examiners should be able to enter their own comptime and the system should be made to correctly track comptime (on a fiscal-year basis). These small changes would save many hours of lost time on the part of those of us 'admin' staff who track comptime and would give employees greater control over their own timesheets.
While the Lines of Accounting (aka Standard Appropriation Lines) need reform, an intermediate cost-effective idea would be to mandate the tables of elements to be available as a downloadable .csv file instead of a Word file. We could locate appropriation information more quickly. It might also benefit IT users as well.
