Hold workers accountable and clean out deadwood

I suggest we hold workers accountable. There are far too many workers that do not work, or work very little. Salary and benefits are a huge cost and the public is always complaining about lazy government workers. It is time to change that reality. Reward those of that truly work hard and get rid of those that don't. Please clean house of all the deadwood across all agencies and departments.

No Penalty For Saving

Every year it seems that all agencies spend 100% of their annual budget. Managers feel that, if they don't spend it all, the following year's budget will be reduced. We need to reward managers that operate under budget and assure them that their next years budget will not be reduced. More Telecommuting

Instead of allowing Managers to hold back telecommuting (and they are) it needs to be expanded. New language needs to come down from the department level saying to use it as much as possible and enforce it. Prisoners should farm their own food.

The government spends between $25,000-$36,000 per inmate every year, with 7.3 million people in prison. I think the government should turn the prison grounds into farm land and have the inmates farm and work for their food and raise livestock. Eliminate Congress Ability to Give Themselves Raises

I suggest that we eliminate Congress ability to give themselves raises. Raises should be based on their work and voted on by the citizens of the U.S. Congress should only make a certain percentage of the Federal governments lowest paid GS worker. Like the CEOs in Japan.

Change Coinage/Monetary system - Save $2 Billion/year

Change the monetary system utilizing two specific approaches as follows: (1) Eliminate the dollar bill and use the dollar coin as is now done in most other countries (estimated savings of $1 billion/year per GAO and other studies). Use or Lose Budgets... A Bad Practice.

Get rid of Use or Lose Budgets. So much money is wasted by organizations, buying up anything and everything, so they can use their budget money out of fear of losing it the following fiscal. Instead, have a streamlined approach to funding where projects are funded by authorization instead of use or lose budgets. Optional Early Out Retirement

Give the Option of Early Retirement since most agencies are Top-Heavy (experienced employees maxed out at the top of their pay level). This allows new hires to be made and reduces the overall payroll cost of the US Government. Savings might well be in the billions!

Get what you pay for

There needs to be a way of eliminating poor employees. We need to change this idea that you can't get fired from the government. Yes, I know you can, but you must move mountains to get it done. In this economy, if you are not doing your job or showing up for work as scheduled, you should get 3 strikes then you're out. Taxayers needs to get a honest day's work for an honest day's pay.

GOV TRIP

I suggest you get rid of GovTrip. My last plane ticket was over $1,500. I good have booked the same plane ticket through the same carrier for $646.00.

There is something wrong with GovTrip with this happening. Plus GovTrip charges you $15 evertime you have to change something or ask a question. The travel company is no help at all.
