Use Open Source Software. Replace MS Office with OpenOffice to start with. Replace MS Windows with Linux (Ubuntu for example.) Replace Photoshop with GIMP. There is a free, open-source equivalent to virtually all commercial software products.
In order to incentivize agencies to save money, work with Congress to allow agencies to keep a portion of the amount an agency saves (say, 2% of what they save each year) of their appropriated funds in contracting for a "rainy day account" and to use as incentives to reward efficient workers. Apparently there's no oversight on anyone's suggestions because there's like 30 suggestions to turn off the lights 20 or so on saving toilet paper and 100 or more on teleworking. Will someone please get rid of the excess by combining or eliminating duplicate ideas?
I suggest we get rid of all systematic paper-based printing requirements. Various agencies, like mine, have many printing requirements that only made sense in a pre-broadband world. For instance, my agency prints fifteen copies of everything released, then prints a compendium. We have a national universal broadband strategy now. Libraries already receive e-rate discounts. Have some of the office work contractors on a temp to hire basis. This would save money since temps are paid more than federal employes
Give all Federal employees personal days to take care of business that we cannot do during the normal work week just like most private companies do. Because a lot of times this is done while at work which is taking away from the money they are paid to be working. Some business can only be done during work time and breaks and lunch are not long enough to do it.
I have noticed when the attorney’s go home for the day they do not turn off the lights in their offices.
Have the lights in people’s offices on a motion detector so that if there is no body in the office the light would automatically turn off. When someone does enter the office the light would automatically turn on. This would save money and energy.

All Government Agencies with laptop users should have a wireless laptop for ease of use with Microsoft 2010 not Microsoft 2003. This would eliminate the fees charged by hotels for those who travel. Hotels have free wifi in the lobby, which increases the chances of an inadvertent disclosure just sitting in the lobby working. Utilize existing subject matter experts (Employees with Disabilities, especially Disabled Veterans) to perform accessibility surveys at ALL of our offices and meeting locations to determine if the facilities comply with the Americans with Disabilities Act. Draft a transition plan to correct deficiencies utilizing maintenance dollars. This will help reduce EEO Complaints and Program Delivery Complaints.
