Reward agencies who do NOT spend their entire budget. The race to spend all available money at the end of a fiscal year is ridiculous and counter intuitive. I suggest you re-evaluate the Federal Travel system. Under the current system, Feds are unable to take advantage of sales/deals offered by airlines and hotels. Often times, the federal rate is much higher than the sale/deal rate. Stop taxing Federal relocation benefits. Why? Because there is no net gain for the government as a whole. The amount collected by the IRS from Federal employees is subsidized by the departments for which the employees work. It is a case of robbing Peter to pay Paul. Enact The FairTax Act (HR 25, S 296). It makes April 15th just another day. It abolishes all federal personal and corporate income taxes, gift, estate, capital gains, alternative minimum, Social Security, Medicare, and self-employment taxes and replaces them with one simple, visible, federal retail sales tax administered primarily by existing state sales tax authorities.
When discarding old, outdated files, we should be saving the files to reuse. I don't see this happening consistently. Employees, of course, prefer to use new file folders, but this is not necessary. Every September there is a mad rush by federal agencies to spend all the money budgeted for them so that their budget isn't cut the next year. Instead of penalizing agencies for not spending all the money budgeted for them, reward those agencies for saving the government money. Think of how much would be saved if we simply used the unspent money to pay down our debt or to use on actual worth while projects.
Change the way anual budgets are decided. Currently if my budget is $10M and I only spend $8M, my budget for the next year will be reduced to $8M. This encourages goverment agencies to spend all money that has been budgeted to them. Allow agencies to roll over unspent funds into the next year. Don't penalize agencies for spending less than their budget!
At the end of each fiscal year there is a spending frenzy in many Federal agencies as they try to spend remaining funding so they aren't "penalized" the next budget cycle. Standardize the budget and accounting codes and practices among all government agencies. Everyone is doing the same types of fund accounting and budget work (or remarkably similar). Why not standardize the codes. Seems to me it would make it easier to audit, easier for interagency employees, and easier for employees that change agencies.
Here's a wild idea that may be completely shot down:
Don't tax federal salaries, but decrease the salary to compensate.
All the managing of money just cycling from the government to the employee and back has got to cost something.
While I applaud the effort to identify ways to save money, they won't truly save money as long as government organizations feel forced to spend 100% of their budget in order to get the same budget next year. Another option for annual leave is to allow people to cash in some of their annual leave up to 125hrs per year; however, they cannot exhaust their annual leave if they don't have enough annual leave hours to cover a base shut down.
