At USDA/NASS we use FedEx all the time for packages and envelopes, especially for 'priority' deliveries. It’s no secret that the USPS is suffering. Increase the cost of mailing junk mail. This measure will raise revenue while decreasing the inbound mail and the need for postal workers. Indirect benefits are happier homeowners and less trash to process.
All junk mail is marketing, most companies of which only use USPS because they are so cheap. Stop enabling junk mail companies, make them pay the true cost of delivering their garbage. Grievances and EEOs are costly to the Government. They cost man hours and lower the moral of employees who see that nothing is being done to incomptent Supervisors. Government Supervisors are immune from personal loss for negligence. This would encourage them to not flagrantly violate labour rules and regulations with impunity. In the age of email, the volume of mail has fallen to the point where the USPS is struggling and considering discontinuing Saturday delivery. The newly redesigned TSP website could be updated one step further - saving money and time. Instead of mailing a new password to you when you click the 'forgot user name/password', the TSP website could email you the new password (or show you on the screen) just like all other banking/financial websites do. This would cut down on postage and frustration.
All Fed. Agencies should be required to engage in beneficial contracts with USPS to ship packages, not "outside" companies like FedEx or UPS. Win-Win: USPS gets more business and agencies get more affordable shipping.

Create a "Do Not Mail" registry to reduce unsolicited 3rd-class mail, like FCC's successful "Do Not Call" registry.
I suggest we require the first choice for mailing correspondence, packages, etc., be the USPS. If not making it a requirement, it should be standard practice to use USPS before all other vendors, lowering costs (perhaps through a discount vehicle) and helping our US Postal Service stay afloat.
Allow advertising on USPS boxes and envelopes. The USPS could really use the income to offset huge liablities and placing a small ad on each mailing would generate a huge amount of money.
To increase post office revenue, charge large companies a higher rate for bulk mailings (ads, offers, etc). Many other offices, such as the patent office, already charge more fees from larger companies. This would increase revenue and/or reduce the wasted paper of such mailings.
Study and modify USPS mail and special package routes for savings. A few years ago, I heard about FedEx employing new software that plotted out driving routes that maximized efficiency, minimized left hand turns and avoided areas/times of likely road congestion. This could realize a significant savings in time, fuel, and vehicle wear & tear.
Sick leave is currently not allowed to be donated to other employees. Why? We earned it. We did not abuse it. It's ours and if we would rather help out a fellow worker and their family in need, we should be allowed to donate as much as we want to them.
Do away with Saturday USPS mail delivery.
