BALANCING LIFE AND THE MISSION: COMPRESSED SCHEDULING IN LAW ENFORCEMENT

Over the past few decades, many state and municipal law enforcement departments across the country have studied the advantages and disadvantages of implementing a compressed work schedule (CWS) for their uniformed officers and agents. “Lateral thinking,” coined by Edward de Bono (1970) is a set of approaches and techniques designed to find radically new approaches to problems - to come at them from the side rather than ...more »

Telecommuting Privileges

I suggest that you increase the telecommuting privileges of government employees, conditional on the approval of their supervisors, from once a fortnight to as and when it is actually necessary for them to appear in the office for the following reasons: Most mid-level employees are involved in the production, editing and analysis of documentation so they rarely need to be in the office and their work effort is easily ...more »

Sort SAVE Award ideas by common threads

There have been some wonderful ideas captured in the SAVE Award process. Also, many ideas are being repeated several times. It would be good to take a look at all the ideas and sort them by theme instead of agency and find the top ideas that way. For example, several people have suggested a post for recycling items that are useful, one was from NASA, DHS, and USDA. They all are suggesting basically the same thing, a repository ...more »

Shortened Work Week

The government currently operates on the same 40 hour work that was established in 1916. Since that time technology has increased exponentially and with it employee productivity. A recent study showed that employees spend an average of 2 hours per day in non-work related activities ie surfing net, personal calls, etc. Author David Roberts writes that “France, with a 35-hour workweek, creates a greater gross domestic product ...more »

Reduce physical travel by 25% through use of Virtual Meetings.

Reduce physical travel by 25% through use of Virtual Meetings (e.g., WebEx/LiveMeeting). This reduces cost and environmental impact. Reducing hours/days spent traveling increases productivity. Agencies should target specific C/I/Os and divisions with goals for reducing travel and replacing with virtual / telepresence meetings. This includes conferences, training, seminars. Savings should be measures by travel hours ...more »

Why are we still doing timesheets?

At the State Department, we have a "timekeeper" in each office who is in charge of submitting everyone's timesheets. Even though the vast majority of employees are salaried, and thus the "standard" 40-hour workweek gets reported even though most people work much longer. These must be submitted even if the employee takes no leave during the pay period. It makes no sense that we continue to have to submit timesheets every ...more »

Allow more flex time/telework and let's make a virtual government

I suggest we make better use of the flex policy. As an example, the amount of telework days are limited to one per week for this office. I propose that there are some weeks where I could have worked every day from home. I understand that there are some weeks when I need to be in the office but we should allow the worker and supervisor the flexibility to make that decision. My personal savings each day I work from ...more »

DIGITIZE FAXING!

Agency Wide Shared Services (AWSS) should make an electronic fax service available to all areas of government. Faxing is currently time-consuming and expensive - and think of all the paper that’s wasted! Better technology is available and it’s time we put it to use. Ideally, the process would be as straightforward as sending electronic, unprinted documents online (via E-mail possibly). And we would be able to receive ...more »

Accountability

Accountability for how US dollars are spent should be at the level of the person making the decision. It is not right for a director to use federal dollars to fund fuel in his personal airplane so that he can maintain his hours for pilot licensure. His job does not require that he fly a plane, especially solo and the waste is unnecessary. Flying commercially would be less expensive, if necessary.

Telework

More effort needs to be expended on encouraging and regulating telework. Telework saves employee's both time and money while reducing environmental polution. Many managers and supervisors are resisting method of working.

Telework on Code Yellow Pollution Days

Any day where the airnow.gov site states yellow or worse condition, make it optional for employees to telework. If the code goes to orange or red, make it mandatory for employees to telework. Most agencies are setup for telework, there's no reason why this should not be implemented. Millions of cars could be removed from the road with this simple rule.

THE GREEN TEAM - THE GREEN COMPETITION FOR FEDERAL EMPLOYEES

Make an effort to recycle the bin/ trash and find solution to become greener. One trash bag for plastic bottles/cans etc, one bag for glass, one for paper + one for every day use. All shreded documents recycled too. Make a green/recycle competition through all State Departments and encourage all others. The competition/ Award would be based on 'who recycles best per month'. Each month each department/team earns bonuses/points ...more »
