Gov't Assistance Incentive

Stage: Active

Campaign: Department of Health and Human Services

Concerning Gov't assistance programs (e.i. welfare, section-8, wic, etc.), individuals either 'qualify' or not-qualify. Thus, there is no incentive for an individual to improve their situation. If they get a job that is a "little" better, they can lose all of their benefits. My proposal is to create a skale that would decrease their benefits as their financial situation improves. If not a skale, at least a point ...more »

Waiting Times on Twitter

Stage: Active

Campaign: Social Security Administration

Announce field office waiting times on Twitter. When customers have business with SSA but don't want to wait for sometimes hours, to be seen, they could sign up to follow the local field office's Twitter account. The Visitor Intake Process (VIP) system could be hooked up with the Twitter account to regularly send out Tweets to followers. This would result in field office traffic even out better, and serve the needs ...more »

Help disadvantaged students meet their full potential through the use of government surplus equipment

Stage: Active

Campaign: Department of Education

Help disadvantaged students meet their full potential through the use of government surplus equipment: Partner with the Race to the Top Program to provide students with government computers that have been surplused. Government offices regularly update and replace their computers. Rather than storing or selling these computers, a clearing house could be set up to funnel them into the hands of high school students who ...more »

Reserve component integration

Stage: Active

Campaign: Department of Defense

I suggest you merge the reserve component and guard under a single unified command structure - does away with two independent chains of command and would significantly reduce the overhead - offsets could be given to the active Air Force since they presently cannot meet their taskings at current manning levels

Training Agency

Stage: Active

Campaign: Department of Education

Stop wasting so much money on training through external sources. I propose that the Government stand up a new organization that is solely responsible for administering training classes to Federal Employees. I work in the technology field and one week classes are often $2,500 per student through an outside company. All that training company does is provide an instructor, who often does this as a side job, for five days. ...more »

SEPARATE APPROPRIATION FOR IT NEEDED

Stage: Active

Campaign: Legislative Branch

To enable Information Technology capability to be delivered in a more timely fashion than exists today due to the timing of the budgeting process, suggest a separate appropriation for IT be established. The dollars should be no-year money and managed at the Deputy secretary level of an organization and available to meet immediate need. Transparency is key.

Eliminate Washing Sidewalks and similar surfaces.

Stage: Active

Campaign: General Services Administration

I have observed many government office building owners or landlords that use water to flush dirt off their sidewalks and driveways. I suggest sweeping up the dirt and placing it in an area that could use more soil. This could help protect our waterways and conserve clean water for its intended use. Go green.

Generate revenue associated with the cost of doing business.

Stage: Active

Campaign: Legislative Branch

I suggest that we charge interest on loans resulting from overpayment of benefits when claimants fail to notify us of a change in their status. One example is when they resume work and continue to collect benefits while earning a full time salary. This will serve as a deterrent to individuals withholding information. Additionally, we should charge a fee for replacement of social security cards maybe then people would ...more »

More incentives to Perform

Stage: Active

Campaign: Department of Defense

I truely believe that the best way to achieve greater efficiency and cost saving is to promote competition in the government work force. Greater use of incentives, promotions, bonuses and others, similar to the commerical world processes.

Invest in Civil Service Employee Professional Development and Training Too.

Stage: Active

Campaign: Department of Defense

I was a contractor for twelve years prior to becoming Civil Service. After becoming Civil Service I noticed a significant disparity at the local level in the amount of funds availalble for contractor personnel to travel for the purposes of professional training and seminars compared to Civil Service personnel. In my experience contractors seem rich in funding provided by the government to travel and train for professional ...more »

Rethinking Budget Execution

Stage: Active

Campaign: Department of Defense

I suggest changing the mindset when it comes to execution of organizational budgets. This idea is not easy due to appropriation law, but a solution can be worked out. My main point is that if an organization does not fully execute their budget at the end of the fiscal year, particularly if the funding expires, the impact can be doubly damaging. By this I mean that the organization loses money for the current year, ...more »

Executive Order to mandate/expand Telework

Stage: Active

Campaign: Executive Office of the President

Generate an Executive order mandating all Federal Agencies to establish Telework policies guaranteeing minimum 2 days a week to all qualified employees. This will reduce traffic, pollution, infrastructure, and agency energy overhead costs.

During snow/weather emergencies, mandatory Telework should be implemented.

Consolidate all telecommunications in the Defense Information Systems Agency. The Military Departments and Defense Agencies have duplicate systems that overlap. We move the circuits and services to the DISN, turn off the duplicative circuits, and reduce overseas telecommunications staffs.

Government Green Box

Stage: Active

Campaign: Department of Education

The Government Green Box is a reusable, environmentally friendly Tupperware. Government employees could purchase this Green Box at any government cafeteria and then reuse it every time they purchase food from the cafeteria. The person could receive 5 cents off their food purchase by bringing his/her own container. If a container is needed then the customer would be charged 5 cents. This idea not only cuts down on waste ...more »

Moratorium on New Large IT Expenditures to Improve Current Architecture

Introduce a spending moratorium on new, large IT programs for a year. Require agencies during this time to conduct a 100% audit review of existing IT programs during this timeframe with the aim of confirming efficiency, performance, progress, and spending. Government Printing-Paper Reduction

Stage: Active

Campaign: Legislative Branch

I suggest that printers across ALL government agencies have the default printing mode be double sided. This would drastically reduce the quantity of paper used - both a cost savings and green w.r.t. to paper use reduction. Typically printer setups are defaulted to single sided or don't have the ability to print double sided. The average person doesn't think about using double sided, if possible, but would if the printers ...more »

Budget Savings

Frequently an organization’s end of the year leftover funds are spent, many times frivolously, to justify next year’s budget. Instead of penalizing an organization with left over funds, reward and allow them to maintain the same budget.

Contractors should be held liable for damages

Stage: Active

Campaign: Legislative Branch

I suggest that contractors be made to foot the bill for mistakes and or goof up when working for government agencies. Contractors given the contract to renovate the main campus has evidently done something wrong and it appears that it will cost the agency lots of money and is inconvencing employees. What ever the cost, I believe the contractor should absorb the damages and not come out of agency funds.
