Reduce Paper Usage, Save $1B+

Having worked with multi-agencies over the last 3 yrs, I came to realize that US Govt uses more paper than anyone else in the nation. Agencies receive new coper per department service center agency wide

Hay I thought PTO is broke we don't have any money. We just received new xerox copy machine agency wide being deployed throughout PTO. These machines cost few gran. We needed them they gotten out dated ever since we moved in Alexandria site since year 2005 March been using the copy machine for 6 years and some of them are getting worn out need to be referbished. Consolidate the six NWS Regional Offices into two.

The National Weather Service should consolidate the six Regional Offices into two; an Eastern and Western Region. This would eliminate the duplication of jobs and services that currently exists with the six regional offices. It would also be much easier to coordinate programs between two regional offices. US Postal Service as Default Carrier

Grant the U.S. Postal Service the necessary infrastructure to be the federal government's go-to domestic shipper instead of giving contracts to Fed Ex or UPS. USPS, after all, is a very capable government agency and it makes good sense to recognize and utilize this service, particularly at a time when postal revenue is decreasing. Buy American More Efficiently

I suggest...we standardize the process and application for Buy American provision waivers. This would centralize the function of searching for US suppliers and make it easier to find the items that had already been waived making the process more efficient and reducing the number of waivers granted. Reconstitute the Training Within Industry Service

I suggest you... Reconstitute the Training Within Industry Service. Under the US Department of War during WW II, TWI tremendously improved US manufacturing with a training program developed with industry. At a time when many experienced employees were going into the military, replacements in the factories were un-trained. TWI very successfully addressed the shortfall.
