Reserve component integration

I suggest you merge the reserve component and guard under a single unified command structure - does away with two independent chains of command and would significantly reduce the overhead - offsets could be given to the active Air Force since they presently cannot meet their taskings at current manning levels

"eBAY" equivalent for the Government

Faster acquisition of commerical products and services. Why can't the government have an "ebay" equivalent in which a bid can be competed and the product delivered within a week or so?

I truely believe that the best way to achieve greater efficiency and cost saving is to promote competition in the government work force. Greater use of incentives, promotions, bonuses and others, similar to the commerical world processes.

Invest in Civil Service Employee Professional Development and Training Too.

I was a contractor for twelve years prior to becoming Civil Service. After becoming Civil Service I noticed a significant disparity at the local level in the amount of funds availalble for contractor personnel to travel for the purposes of professional training and seminars compared to Civil Service personnel. Rethinking Budget Execution

I suggest changing the mindset when it comes to execution of organizational budgets. This idea is not easy due to appropriation law, but a solution can be worked out. My main point is that if an organization does not fully execute their budget at the end of the fiscal year, particularly if the funding expires, the impact can be doubly damaging. Implement wind generation & solar power surplus

Implement energy saving technology on Government installations using current ideas & technology to generate an energy surplus which can be donated to impoverished area or public education institutes, such as wind generation units, solar power generation plants, rain barrels for water reclamation, bio-diverse recycling for energy generation

Computer and network reduction

Reduce the number of desktop computers and networking infrastructure that cost ever increasing amounts to service and protect. Replace networked computers where possible with cheaper handhelds and netbooks with no loss of productivity.

Telecommunications Consolidation

Consolidate all telecommunications in the Defense Information Systems Agency. The Military Departments and Defense Agencies have duplicate systems that overlap. We move the circuits and services to the DISN, turn off the duplicative circuits, and reduce overseas telecommunications staffs.

Frequently an organization’s end of the year leftover funds are spent, many times frivolously, to justify next year’s budget. Instead of penalizing an organization with left over funds, reward and allow them to maintain the same budget.

Tighten guidance on Civilian Labor Comp and Overtime Hours Pre-Approval Process

Within DoD, and most likely other Agencies, the Comp and Overtime Hours process needs to be tightened greatly.
