I suggest you provide buses that will pick and drop employees to and from work and then eliminate transportation allowances

combining VPN/DSL lines

All the little agencies at post wish to each have their own little internet VPN. Each one has their own funding so each one orders an DSL line, router, ect. It would be better to combine all agencies DSLs into one high speed line at the Embassy and share it. Less routers, less circuits/costs.

Hardship differentials

Change the hardship differentials overseas to demand differentials based on employees willingness to serve in hardship places. In other words, hardship differential would be determined by whether or not people want to go there, and not whether or not the folks in Washington think it's hard enough to merit more or less hardship differential, thus creating more efficiency and saving the government significant amounts of ...more »

Don't ship things overseas

I suggest you incentivize employees to not ship their cars and things domestically or overseas. If people knew they would receive $1000 to acquire a car at post (domestically or overseas), they would be more likely not to want to ship the car, saving the government tens of thousands of dollars with shipments worldwide. You could also subsidize employees to ship less by offering a certain amount of money per pound that ...more »

STOP FULLBRIGHT SCHOLARSHIPS TO FOREIGN STUDENTS

Stop giving Fullbright scholarships worth hundreds of thousands of dollars to foreigners until we get out of our 13 trillion dollar debt. Then resume. Or at least have the decency to spend American taxpayer money on poor but bright Americans who can't afford college, or graduate school.

Invest in properties, save millions on rent

Buy properties in poor foreign countries instead of renting them at overpriced rates. In most less developed countries, two years of rent spent on lodging diplomats could afford the mansions they are staying in. Houses are very cheap and locals are overcharging Americans most of the time and we are getting locked into very disadvantageous lease contracts, if the properties were bought at the real local market price for ...more »

Inspector for expenditure of overseas funds

Establish a central brain (Inspector General of Funds) to provide oversight and tighten the budget for overseas missions. Often times there is an ample amount of funds left at the end of each FY. Instead of returning those funds to the Bureau, most often the posts go for a spending spree. If there is a central brain watching the funds, the posts would spend funds only for bonafide needs. Left over funds at each posts ...more »

Correct Vehicles

Pay attention to vehicles ordered for use overseas. It makes no sense to order large, oversized SUVs for use in crowded, tight cities. Why send a Chevy Suburban to Bucharest, Romania - where streets are small, crowded, and gas is expensive - for small deliveries and errands, when a Ford Focus will work better?

Bigger is NOT always better. Consider the location, the need, and the continuing cost.

Eliminate Printer Excesses

I suggest personal workstation printers be eliminated in favor of higher efficiency centralized printers to reduce excessive printing and ink usage. Workers are more likely to think before they print if they must get up from their desks to collect print-outs. Additionally, ink cartridges for personal computers are more expensive per output tham those for larger machines. Centralized machine usage can also be more easily ...more »
