Commuters should be able to receive transit benefits for bikes in lieu of Metro benefits. These could go towards bike maintenance, or to pay for bike storage lockers at Metro stations. Build an extensive intercity train system.
We need better public transport system like more buses in new routes, trains, metro in new destinations and train service between cities. Automate a web based process so the public can make application for aircraft certification, design and production certification and government personnel and review and process the data electronically. Currently the public must submit a application for aircraft certification, design and production certification using paper forms. I would suggest supplying a smartphone for those on accident standby. I personnally have a droid from verizon and it comes with alot of free apps including the gps navigation system. This is highly needed to get to accident sites and would eliminate the need for a separate gps and other endless possibilities the phone has to offer.
With the heat index it was about 105 degrees yesterday (Thursday, July 8). Many employees in the DOT HQ's building had sweaters on to stay warm and in some cases were using blankets! If the Federal government is serious about conserving energy, reducing greenhouse gas emissions and cutting costs - I would suggest adjusting the AC systems in all Federal buildings to a reasonable temperature.
Have Federal Departments use a strategy that encourages their administrations to match employees to work assignments that are in their living areas or near their homes so travel costs to jobsites and projects is greatly reduced. Typically I attended three training classes a year at the FAA Academy at a cost of approximately $2000 to cover my travel/food/lodging a for a one week course. Most of these courses are nothing more than the transfer of information and there are no actual hands on practical experience from the courses. Default all network multi-function printers to double-sided printing. If someone prefers a single-sided copy they can manually change the default, as most of us do now to print on both sides. This will save paper and toner.
Make a deal with all airlines to allow government employees making reservations through SATO to use the nonrefundable fare rate yet be refundable to the government.

I suggest you require all goverment owned vehicles to be hybrids. They will save money on gas and improve emissons, making life better for everyone.
I suggest a win win situation for both the government, taxpayer and the government employee. When booking travel arrangements if the traveler books a room at a rate lower than the allowed cost by the government they get to keep 1/2 of the savings.
