Reduce unnecessary and unproductive Telecom Expenses at IRS

IRS expends millions of telecom dollars each year to queue callers that will never be serviced and ultimately abandon the call due to inadequate agent staffing. Per industry best practices, caller queue lengths should be dynamically adjusted to reflect available agent counts and avoid lengthy and unmanageable queues.

Use lower cost ammunition for weapons qualification and practice.

Many government agencies with law enforcement authority are required to have their employees qualify with their weapons on a regular basis.  Many use their regular "duty ammunition" for these qualification sessions.  The duty amminition is normally top of the line self defense ammunition with top of the line prices.  Ammunition manufacturers produce a wide variety of "practice ammunition" that is ballisticaly equivalent ...more »

Reducing Emission

I suggest you...move to a 4/10 work week. Four days a week 10 hours a day. This may save money associated with building operation cost and reduce the emissions created by commuters.

Combine Requests for Information to our Customers: i.e. Return Census and Tax Forms Together

The same information is often requested from multiple agencies (name, address, dependents, and income). Where possible combine forms across agencies to consolidate the requests we make of our customers. Immediate benefits will include: • Consolidate requests to our customers (in 2010 we submitted our tax and census requests within weeks of each other) • Reduce duplicate envelope cost, a more “green” approach • ...more »

Reducing discounts lost

establish a policy that all agencies must take payment discounts offered that are advantageous to the Federal Government. The current Department of Treasury/Financial Management Service policy is that taking advantageous discounts is optional. While many departments and agencies within the executive branch may have a practice of taking advantageous discounts, the Department of Homeland Security does not require this ...more »

Cut Census Costs

Develop a system in which the primary method of census data collection is online. This will reduce printing, mailing and processing costs dramatically. Also, try calling individual homes before sending census takers out to home (which further increases costs). The estimate for the census this year was $15 billion and I believe that can be cut down.

Federal Income Tax & Sales Tax

Abolish the federal income tax and implement a 10% federal sales tax on all consumer goods, products, and services. No exceptions. No loop holes. Keep enough IRS staff and agents to ensure compliance and collections of the tax by business. The other IRS support staff and agents can fill in the ranks of understaffed investigative branches of other government agencies. Individuals would no longer need to file taxes ...more »

Wage & Withholding Verification - Never Employed

Any given week, Accounts Management / Taxpayer Assurance Program (AMTAP) executes in excess of 7500 wage and withholding verifications. At least 80% of the fax verifications come back “never employed.” Currently, Tax Exam Techs are required to disposition each verification as “not employed,” AND ALSO attach a note with the EIN and the words “never employed.” My suggestion is to add the disposition “never employed” as ...more »

Audit Bureau of Engraving and Printing

The Bureau of Engraving and Printing needs to be audited for wasteful spending. The policies they have in place for allowing floor personnel to make purchases on government credit cards and hoard supplies is outrageous. They cannot properly account for inventory bought nor are they able to account for the inventory actually being on BEP premises.

Reduce Paper Use and Recycle

I suggest the government try to eliminate paper altogether. There's no telling how much is used daily for no important purpose. We have technology now and yet we continue to cut down trees and create waste. Maybe the government should require recycling in the country. We'd be able to reuse products that normally would end up at a landfill creating stink and taking up land in the country.
