Government traveler can get a cut of the savings.

I suggest you create a program that allows an individual to receive an incentive award relative to the savings they create. If an employee researches is able to officially travel with an airline that is more advantageous to the government than the contract carrier, they can submit submit what is necessary. Save on custodial services

I think it would be painless to reduce the emptying of most office trash cans to 1-2 days per week, as opposed to daily, in areas it would not cause any health or safety issue. In order to maintain sanitation standards, there may need to be rules related to the disposal of food (a special can that gets emptied would be an option). Replace all underground pipes older than 50 years and put folks to work doing it.

Put people to work--neglected work that needs to be done in US cities Many of the cities of the US have very old underground pipes which are failing everywhere. Construction Guide Specifications

I suggest considering reviewing the use and maintenance of the Unified Federal Guide Specifications government wide. Some agencies use UFGS, others don't. The UFGS specs are mostly maintained by DOD agencies. It would promote government wide standardization, and could benefit the contracting community by using standard formats and up-to-date requirements. Biuld with insulated concrete forms

I suggest we biuld using insulated concrete forms (ICF) whenever practical. Many years experience and testing demonstrated 10% to 70% energy saving while also standing up to huricanes, tornadoes and bomb blasts. Allow Outside Purchase of In-House Document Reproduction

This pertains to Corps of Engineers, civil and millitary projects. Currently in-house prepared projects are required to have reproduction jobs sent to a government printer. This adds expense to projects in several ways, each time the project documents are printed which can be 3-4 times each. 2 year mandatory service commitment for US citizens on US soil.

Implement a 2 year mandatory service commitment for all citizens that takes place on American soil. The service commitment could be in the form of AmeriCorps, Corps of Engineers, PeaceCorps, or NPS volunteers. A lot of money could be saved in training and computer cost by eliminating the need for confidentiality on Corps computers. Many unemployed would sign up to support national work projects to build a smarter energy grid, or water transport system, or internet and communications networks. Eliminate ACE-IT

Eliminate the ACE-IT organization in the Corps of Engineers. They are costing the Corps hundreds of millions over budgeted cost. Management is non existant and the Corps is being charged 4 to 5 times the commercial rate for IT equipment.
