Make all non emergency government agencies go to four ten hour days with every friday off. The buildings could shut down a day early and save millions in energy costs. Also, environmental benefits would be substantial by keeping cars off the road an extra day.

Fuel or Electricity Savings

Shut hot water taps off in toilet rooms of government buildings. I notice Americans absent-mindedly wasting hot water when washing hands when cold water is all that is necessary. Indeed bacteria grow in water temperatures of 100-120 deg F much more readily than they do in colder water. I sugget an Email Free Friday each month. People are getting spoiled and lazy in using email within the office. Having an email free Friday would promote person to person contact and allow workers to use their communications skills.

Stop Printing Cover Sheets

In my office, with every document that is printed, a cover sheet with our username is printed as well. Most of our work is non-classified, and I know that in two years, I have collected over a ream of these cover sheets. I suggest that cover sheets for non-classified printing be abolished.

Electronic Project Documents

Eliminating most hard copies of project review documents would significantly reduce production costs as well as waste paper. Each project requires minimum 3 reviews during design phase, and each review consists of 10-20 copies of 2,000 pages of drawings and specs. That's $15,000 per project when you include shipping. Electronic submittals would greatly reduce costs.

Eliminate ACE-IT

Eliminate the ACE-IT organization in the Corps of Engineers. They are costing the Corps hundreds of millions over budgeted cost. Management is non existant and the Corps is being charged 4 to 5 times the commercial rate for IT equipment. Many unemployed would sign up to support national work projects to build a smarter energy grid, or water transport system, or internet and communications networks. 2 year mandatory service commitment for US citizens on US soil.

Implement a 2 year mandatory service commitment for all citizens that takes place on American soil. The service commitment could be in the form of AmeriCorps, Corps of Engineers, PeaceCorps, or NPS volunteers.
