Change Airline Travel to Allow Non-Refundable Fares

I suggest that federal employees be allowed to travel on non-refundable airline fares. Requiring employees to travel on refundable fares results in airline fares that are two to three times higher. It would be much cheaper to pay change/cancellation fees than always paying for refundable airfaires.

Airline Travel: Meet or Beat Non-contract Rates

Currently, government employees can pay up to four times the average citizen for airline travel. I suggest that GSA implement a "meet or beat" government contract fares option in GovTrip. Employees will be able to search discount fare options and input those flights and the corresponding rate into GovTrip. Travel per diem of 40% for staying with friends and family

Allow federal workers on travel to stay with friends and family at 40% of the per diem instead of taking a hotel room at full government per diem rate. Workers on authorized travel have to chose somewhere to sleep and there is no economic incentive for them to stay with friends and family. 8 Hours of Holiday Pay for All Employees

I suggest that the discrepancy of paid holiday hours be eliminated by enforcing a uniform standard of employees only receiving 8 hours of paid holiday work time for each of the federal holidays. Tire Repalcement on Government Vehicles

I suggest that every branch of the government that maintains vehicles such as light trucks and maintenance work trucks and SUVs change from new tire replacement to recycled tires manufactured by a reputable retreading company. incentivize travel savings

Expand a travel saver that I saw as a pilot years ago, but never caught on universally. Travelers who stay at lodging below the max per diem or stay with friends get to "split the difference" with the government. The government could reduce lodging costs on smoe trips by up to half, and the traveler is incentivized for doing so. Modern travel systems could support this better than the old paper processes.

Reduce government landscaping costs

Review the costs of grounds and landscape maintenance at all federally-owned facilities and all federally-leased facilities. Reward xeriscaping and use of native/local plants or non-plant features (rock gardens, etc.) Set targets for reducing landscaping that requires extra care, extra watering, changeout of flowers at seasons and reward meeting or exceeding those targets.
