Reduction in Telephone Expense

Replace expensive and inefficient landline telephones with Voice over Internet Protocol (VoIP) telephones or with a monthly cell phone plane that would be cheaper then such expensive phones. If that is impractical, then set up "phone banks" where several employees can share lines. Most people use their own cell phones anyway.

Move Government Auctions to Ebay

I suggest you move government surplus property auctions such as gsaauctions.gov to a more widely recognized auction site such as Ebay. This would result in higher selling prices due to the larger audience.

Workstation and Light Powerdown

Power down all non real/time workstations and equipment, if not needed after COB. Same principle applied to lights. No additional funds need to be allocated. If lights are on a circuit, the issue can be worked. If software updates, issue can be worked. This idea is considering nominal ops. But no cost and large savings across all federal agencies.

Fund Constellation

Keep and fund the Constellation and COTS Programs. Incorporate and fund new technology efforts in the COTS program. This will save the 9 Billion dollars already invested in Constellation. Maintain computers when people aren't working.

Right now, for most people, ODIN runs a virus scan for 2.5 hrs in the middle of Wend. 2.5 hrs out of 40 that computers are rendered almost unusable. Instead run computer maintenance when people are -not- working. Say after the computer has sat idle for at least 0.5 hr, and terminates on the first mouse move.

cancel $32B/yr NASA program

NASA should be disbanded. Inherently government programs (test facilities, launch facilities) shall go to the AirForce. The rest of the programs (research facilities and DeepSpaceNetwork) and funding shall go to the universities. Place in All Government Restrooms a Phone number & Email to Maintanence to Reduce Waste

Most Restrooms in government buildings do not have a way to contact maintanence when there are overflowing or endlessly running toilets & urinals. Place a plaque in each restroom that reads "For any maintanence problem, please email YYY or call Maintanence at XXXX".

Stop Fund Reductions

Stop reducing funds for an agency if they don’t use all of the allocated funds for the FY. Projects that are not completely necessary have been started just so the organizations fund will not be reduced next FY. If the threat of fund reduction is gone, procurement will no longer have to spend money just for the sake of spending money.
