Small Business Innovation Research Reform

The Small Business Innovation Research, SBIR, program in past observation does not properly fund government oversite of SBIR projects. This ultimately decreases the efficiency of the program by potentially allowing projects with little promise to continue on. This occurs due to the fact that appointed government oversight personnel are allotted a fixed amount of oversight money independent of what phase the SBIR is ...more »

Cost Saving using more number of productive workers.

Our division was reorganized few years back. Prior to this period there were four offices. Today we have seven. We have improved the process, become somewhat enviornemnt friendly. It is truly a good program. However, more managers, lot of duplication. Based on several years over my head, intelligent judgement and good observation, we need a True Change: FEW chiefs, less manager’s pets. Yes, there are those true workers, ...more »

DoD Emall is not saving taxpayers or the Gov't money.

DoD Emall: By having a contracted company fix the program that was meant to enable disabled veterans, women, veterans and other organizations to flourish in their business, needs to be fixed. As a GS employee for DoD I spend approx. 6 hours to order supplies for my office because the descriptions are to vauge and/or the photo's for the products being sold don't work, I then need to look up each and every item on google ...more »

Create an unifed SBA Database

Create a data base for SBA that works for finance and Business Development. The same will contain all electronic forms and will be paperliess. It would work for Finance and Business Development. It would reduce redundant typing such as name address phone number etc and will eliminate duplicit forms created locally. The most significant savings will come in the form of employee hours. I believe the savings in labor hours/wages ...more »

Reorganize SBA’s internal office/regional system from 10 Regions into 4 Regions

Reorganize the SBA’s internal office/regional market system from 10 regions into 4 regions. The original system of Regions was created many decades ago and in tune with government communication abilities primarily developed in the 1940’s. Each Region has a Regional Administrator (RA) and 1 or 2 member support staff with each RA being a political appointee. We should re-organize our regions into 4 regions based on the ...more »

Disaster Reservist

This is related to the Disaster Reservist Program. I have been with the agency since 2004 and became a Disaster Reservist in 2006. Many of us believed that this meant "preference" when bringing employees back as the workload increased. We have a four year term appointment and had to apply with a KSA for the appointment. The agency pays our benefits for a year while in non-pay status and thus we are a valuable asset to ...more »

Paralegal Specialist

This is related to the majority of temporary disaster assistance employees who are hired at the onset of a disaster and are laid off when the work load decreases. I recommend these experienced temporary employees are offered to downgrade to a temporary "part-time" status. This will allow the agency to retain more experienced employees for the next disaster. Also, these employees will be allowed handle the majority ...more »

Scanner Rebate for SBA Lenders

I suggest you start an incentive program for our SBA lenders. Give them a rebate toward the purchase of their first office scanner (as long as they purchase a scanner, and then submit all their documents to the SBA via e-mail or on a CD). The agency has centralized its loan processing and is striving to become as paperless as possible. Scanners and e-mail are a great help in this process. Many lenders still send in large ...more »

DCMS in the Field

Eliminate next day air mailings by allowing DRS to use DCMS for ap entry. Providing scanners in the field would also reduce processing time for the disaster victim.

Purchase paper from companies that use or support alternative energy sources.

I am an advocate for government going paperless. However, there will always be a need for paper in government. So why not purchase all paper products from a manufacturer that has made efforts to reduce their carbon footprint by utilizing or supporting renewable energy. This will accomplish several objectives such as replacing fossil fuel generated power and reducing climate change. How difficult is it to find a paper ...more »

SBA Application sent with FEMA information

I believe that the Government could save alot of postage money by including the SBA's Disaster Application in FEMA's information package. Yhis too would eliminate some of the burden for the disaster victim who is overrun with paperwork, ie.FEMA, SBA, Insurance, cost estimates. Let's help make it easier for the victim!
