Each government group should have an enforceable process so software applications must be approved for use throughout that enterprise. Only approved applications can be installed on workstations; rougue applications will be removed by a system or a person without regard to rank/seniority. Purchasing from Mandtory Sources

I suggest obolishing purchasing from mandatory sources. Why pay two-three times the price? This is a huge waste of money.

Financial Training

The Military should look into a program called Financial Peace University (FPU) by Dave Ramsey. They have a military edition. FPU is a great program that teaches people about personal financial responsibility and how to handle money and get rid of debt. It would be a great investment for the military/government.

Budgets and "Spend Down"

Budgets- I don’t know a lot of how this works: Give departments and military units a set budget every year, like it is done now, but don’t say that any money that a unit doesn’t spend that year will be deducted the next year. That doesn’t make any sense. Things change all the time. One year is different from the one before or the next one to come.
