I suggest that you allow going further back into a persons job records and experience than just 5 to 10 years. Things do change but some not that much and a person seeking employment might have good experience in a job or trade. This might help them get employment.

Eliminate prior public display of FR documents

Eliminate placing Federal Register documents on public display one day before they are published. Most readers use the electronic FR. This event is a relic from when documents where paper-based and reporters needed to share the paper copies. I suggest that all items in the Federal Register be made public on the actual day of publication because everyone can view the electronic versions simultaneously.

Enhanced Energy Conservation and Recycling Initiative

My idea is based on working in downtown Washington but applies government-wide. It will save funds for core programs and/or deficit reduction and bring in supplemental revenue from recycling proceeds that currently go out into the trash. I think having annual, mandatory training of all staff (either on-line or classroom format) where an agency's energy conservation plan and recycling efforts are reviewed and discussed. ...more »

Get the paper out

We often can not retrieve a document from the FRC due to misfiling. Only archive documents of historical significance and electronically store all documents. Storage via PDF, Documentum or similar technology will save realty, emloyment and eliminate loss documents. Revamp Federal Exectutive Board

The current FEB program utilizes quite a bit of time from highly paid federal employees--time they could spend on their own agency. I suggest that there be FEB liasions who work with various agencies rather than have the office heads spend valuable time and money on the FEB. Why not challenges for software?

NASA has successfully used challenges to get technology breakthroughs (EVA gloves, lunar lander, etc.). Why not set challenges for software that the government needs as well. Large and even very small (within capability of university students) problems could be defined and awarded with cash when the successful software is submitted.

Publish a best practices search and indexing primer for all agencies to use to improve their own information discovery utilities. Some agencies offer better information search, discovery and retrieval services than others. Decrease level of pay for certain positions to market value

The government needs to re-assess the pay rate of some of their positions and decrease them to market value levels. I am appalled at the ridiculously high rate of pay for some of the government jobs I see on AVUE. The link below is a prime example of this. Allow the purchase of airline tickets online

The current requirement that Federal employees travel on fully refundable airline tickets purchased through a travel agent or booking service is wasteful. Most employees travel for specific purposes that are unlikely to be cancelled except under extraordinary circumstances. Invest in our youth

Stop investing so much money in contractors and invest in high school students following them through college. Have the students in the (technology field and other needed field) bring them on as student staff, learning our need and daily operation. Use their computer skills and knowledge to write programs that will benifit the Agency, in turn help them with their tution.
