With the Federal Government moving to streamlining recruitment, OPM could provide successful position descriptions and assessment questions to all agencies as templates, rather than each agency revising every PD and creating recruitment questions from scratch. Education has many similar programs to those of NEA, and there is no longer a reason for keeping these agencies separate, with all the redundancies. US taxpayers should not be forced to subsidize art on which they would not otherwise choose to spend money. Artists should be expected to earn a living by virtue of the quality of their work, not the quality of their politicial connections. The US Constitution does not authorize the federal government to subsidize art.
