Require National Council members and senior staff to read applications online rather than "flagging" applications that have to printed and mailed in multiple copies.Four times per year thousands of unnecessary pages are printed out for this purpose. Merge National Endowment for the Humanities into U.S. Dept. of Education

Education has many similar programs to those of the NEH, and there is no longer a reason for keeping these agencies separate, with all the redundancies. When Education was created 30 years ago, perhaps NEH's stakeholders were perhaps prudent to fight consolidation and take a wait-and-see attitude.
