Currently, people who hold security clearances in both a civilian position and as a military Reservist must submit clearance paperwork twice, be investigated/reinvestigated twice, and interviewed twice. Consolidate Security Clearances into one standard verses having DHS, DOD, CIA, DEA, NSA, USCG, ICE, ATF, etc… each having their own. Can you imagine the man hours saved and better inter-agency interaction when all organizations adhere to one standard?
Completely change the security clearance process.

- All clearances must be valid between ALL government agencies
This would save the Federal Government hundreds of millions of dollars

Centralize department or agency to manage all US federal government security clearances and investigations to include Sensitive Compartmented Information. We need to reduce the number of contractors in the Federal government, particularly in ODNI. They significantly out number the permanent staff. Other than administrative/clerical support, there are more than enough experienced Federal employees to carry out the agency's mission. We need to seriously look at using dual comps more appropriately, a and the amounts of bonus' paid to the senior levels in the agency.
