I suggest Government agencies to provide paperless service to work with Americans. As private companies are going paperless by providing e-Bill services. That will reduce the postage and paper usage. Therefore, it will reduce our carbon footprint for wasting papers.
Do away with the useless "poster" program. It costs $2.75 to mail each poster, plus the cost of the poster itself which is a high gloss poster, then the cardboard box is rather spendy particularly when you ship them all over the country to all the various government offices. Set up all government computers to access (.gov) sites only unless actually needed for job. As a supervisor, I have a hard enough time keeping employees off the internet and they just added Facebook, My Space, and Twitter access for everyone. What on earth are we doing? Make available to each governement office an on-line report of outgoing phone calls (name, phone number and charges) for each phone in the office. The report should be reviewed by supervisors. Each employee should review the report for his or her phone calls; reimburse the government for personal calls listed; and as appropriate be encouraged to refrain from making long distance personal phone calls. To get the best and brightest in management/decision making positions all job annoucements for supervisors or for grade level GS-13 and higher should be required to include some relocation costs. Agencies appear to be using the lack of relocation reimbursement to reduce competition in what is suppose to be merit promotions.
I can't believe how much we outsource which seems so clearly inherently government. Take for example, the recent Washington Post article about how much intelligence activities we outsource to private firms. Do we really want such institutional knowledge flowing outside government?

I suggest you begin with looking into the affects of happy workers within the workforce when animated through such applications as the Fish! philosophy matched with people actively engaged in their jobs aimed towards a business oriented goal while serving the public. I suggest you hold the OIG accountable for melicious persecutions and attacks of investigations. Eliminate the discriminatory practices that the OIG uses in their "investigations". Hire more minority officers to do investigations. Have an independent review panel to review a percentage of investigations to determine the legality of these attacks that ruin peoples lives.
