SEPARATE APPROPRIATION FOR IT NEEDED

To enable Information Technology capability to be delivered in a more timely fashion than exists today due to the timing of the budgeting process, suggest a separate appropriation for IT be established. The dollars should be no-year money and managed at the Deputy secretary level of an organization and available to meet immediate need. Transparency is key.

Generate revenue associated with the cost of doing business.

I suggest that we charge interest on loans resulting from overpayment of benefits when claimants fail to notify us of a change in their status. One example is when they resume work and continue to collect benefits while earning a full time salary. This will serve as a deterrent to individuals withholding information. Eliminate the use of time-limited appropriations. The funds expiration incentivizes wasteful spending at year-end.

Moratorium on New Large IT Expenditures to Improve Current Architecture

Introduce a spending moratorium on new, large IT programs for a year. Require agencies during this time to conduct a 100% audit review of existing IT programs during this timeframe with the aim of confirming efficiency, performance, progress, and spending. Government Printing-Paper Reduction

I suggest that printers across ALL government agencies have the default printing mode be double sided. This would drastically reduce the quantity of paper used - both a cost savings and green w.r.t. to paper use reduction. Typically printer setups are defaulted to single sided or don't have the ability to print double sided. Contractors should be held liable for damages

I suggest that contractors be made to foot the bill for mistakes and or goof up when working for government agencies. Contractors given the contract to renovate the main campus has evidently done something wrong and it appears that it will cost the agency lots of money and is inconvencing employees. What ever the cost, I believe the contractor should absorb the damages and not come out of agency funds.

Electronic Downsizing -- Save a billion here and there?

Cost of electronic document storage: $20-30 GB/year?

 

Federal government electronic document storage per year: Infinite minus one?

 

Consideration given to using compact document types: One minus infinite?

 

Savings if agencies uniformly implement electronic document downsizing (e.g., from .tiffs, .pdfs, .bmp, etc.): A billion or so?

Performance Incentives

Many agencies have performance award programs. However, performance incentives like bonuses, when used, are often given to so many employees they quickly lose their financial significant and power as positive incentives. Improved Performance Management

While the federal workforce has many talented and hard-working people, there are too many low- performers. Such employees are a wasted resource and an incentive program to improve their performance is urgently needed. Stop Re-Naming Govt Buildings, Bridges, Etc.

Stop re-naming government buildings, parks, and bridges that have already been named. This cost the taxpayers money because more often than not, signage has to be changed. This practice should be stopped.

Get Rid of the "DEAD WEIGHT" Retire Early!

Once every 3 years have early retirement and get rid of some dead weight who do no more than come to work and gripe..."I've been here for years, they're still not doing it right, they should do this, they should do that, etc. With this eager hard working younger employees can utilize their skills, agility, speed, and more ideas. You will then have a more productive Federal asset with a solid future.
