SECURITY BREACHED?

DHS and SSA review current policy and procedures for all military AMC terminals overseas. There are "all" foriegn staff members NOT one single American responsible for the issusing, and screening of flights leaving and heading to not only the USA but other ally countries. Light bulb should be going off in somebodies head? Is this an vulunerbility or loop hole in our security system that will come back to "haunt" us later?? ...more »

U.S. Postal Service

Cut down on use of Fed Ex and UPS when not necessary. When the U.S. Postal Service offers quality service with less expense for the same service use the USPS. USPS needs the business. We have an excellent mail service. Why mandate the use of FedEx across the board? Save money and save the Public Postal Service that should be a not for profit organization, with good federal servants. The privates do have their place, ...more »

Ombudsman

Create an ombudsman for each agency. This person would be available to cut to the quick in getting good ideas for efficienty implemented, would cut to the quick in resolving problems that seem to have no resolution or "catch-22's" , would listen to employees who are not listened to by management. Having a person or two in this role would be motivating to employees with good idease who feel they are being blocked by ...more »

EDMS USCIS

Currently, the USCIS is in the process of digitizing cases for A files. The computer system which is used in order to look at these digitized cases is called EDMS. The first idea is can we digitize cases that are completed first where we know the applicant is not going to file for another immigration benefit? The EDMS computer system is very slow and we have to open a temporary file for the new benefit while also opening ...more »

DHS and SSA

The SSA has many millions of taxpayer dollars in overpayments (where it pays out money when it should NOT) . This overpayment arises from paying people SSI (SSI does not allow recipients to collect benefits while out of the country for more than 30 days) when they are living out of the country. I suggest that : immigration and SSA get on the same page! …. When a person is deemed to be living or visiting another country ...more »

Budget Excess Reform

We NEED to change our mentality of how we deal with EXCESS FUNDS in our budgets at the end of each fiscal year. No incentive currently exists for returning money to the Treasury that was allocated for the use of a particular office or program; in fact, the incentive exists across the board to waste the excess money in a budget at the end of each fiscal year by spending it on items that are not critical to the mission ...more »

Amend Current Procurement Regulations

Some current procurement regulations greatly impede the procurement process. Low Government purchase card limits of $2000 for construction, $2500 for services and $3000 for open market purchases require much procurement to be done by purchase order which is a very, very time consuming process. Raising the purchase card limits would allow more goods and services to be procured in much less time allowing procurement personnel ...more »

Cybersecurity is Paramount: Best approach for streamlining resources and security operations

Introduction Computer security incidents resulting from cyber attacks have catapulted to sky rocking numbers since the “Internet Worm” attacked the Internet community in 1988. As federal, commercial and private sectors strategize about putting together defense in-depth mechanisms for preventing these attacks, the adversary continuous to maintain the upper hand. The President’s Cyberspace Policy Review was designed ...more »

I-130 Information or Classes after Natz Ceremonies

The USCIS conducts Naturalization ceremonies all of the time. This idea is to post immigration officers at a table to answer questions from the newly naturalized citizens specifically to respond to questions regarding how to file a Form I-130 Petition for alien relative so that these USC's can now petition for their parents, brothers, sisters, children, in a legal format. The other idea is to teach classes at our District ...more »

Immigration Judge's Decision

I have a suggestion to increase the efficiency of Immigration Judge’s decisions being input into EARM/GEMS. My idea would be to have a Detention and Removal Assistant (DRA) in court that actually inputs the Immigration Judge’s decision into ENFORCE/Alien Removal Module as it occurs. The DRA could also file any documents the alien submits to court in the A file as it is received. IF there is an attorney present and ...more »

UNDOCUMENTED IMMIGRATION SOLUTION: SELF FUNDED DETERRENT PREVENTING THE HIRING OF UNDOCUMENTED WORKERS

I suggest a new type of proactive solution in the form of an enforcement system to deter the hiring of undocumented workers (illegal aliens, deportable/inadmissible aliens) through self funded economic incentives (monetary rewards) generated by fines. It will encourage the public to report violators and discourage employers from hiring undocumented workers. A percentage of the fines levied on employers of undocumented ...more »
