Eliminate the Council and save funding. we know americans are homeless and there are more each day.

I suggest you provide housing (shelters, room, etc) in exchange for services from homeless people. I feel if they could receive training that would teach them a trade it would help them give back to the community and at the same time gives them skills to seek gainful employment. Issue ID services cards to individuals identified as homeless so they can access basic services.
The biggest problem for homeless people is their lack of an address when trying to get services (medicaid, food stamps, etc.) Issuance of an ID card that could have services/funding attached to it would help bridge this gap and move people toward a more stable life style.
We could easily reduce contracts for cleaning personnel to come into our spaces. We are all adults and capable of wiping down/cleaning up our spaces after ourselves. Perhaps we could have them come in twice a week vice all five work days.
We are always looking for fresh ideas, but it is so difficult to find opportunities to bring in innovators and thought leaders from the private sector to help us de-calcify our thinking, our processes and our results. It is my understanding there are some government agencies that do not pay hotel, airport, and car rental taxes because they are tax exempt and have a special code on the government credit card that enables that exemption.
