Most federal grant award recipients are required to submit at least one report of accountability for the project funds awarded. I suggest the Grants.Gov website include a scalable reporting component that will allow agencies to create grantee performance reports in a similar manner as grant applications and allow the public to view the reports from the Grants.Gov website. Fund a program's full life cycle upon selection. Instead of tying late-phase funding to future appropriations cycles, carve out everything needed from cradle to grave in the funding cycle when selection occurs. I suggest that the USG utilize the concept of "billing minutes" that keeps so many law firm employees accountable for every 6 minutes of their days. Every person's minutes should be available for their coworkers to view, thereby creating not only an environment of accountable individuals, but also an air of competition.
