Expedite Contract definitizations - control government spending – save billions of dollars!!!

Expedite Contract definitizations - control government costs – save billions of dollars! According to the GAO 2005 report approx. $7billion of defense spending a year is being executed under Undefinitized Contract Actions (UCAs). Due to the lack of cost control under UCAs, the government is exposed to billions of dollars of wasted/uncontrolled spending with little to no accountability. I propose the government implementing ...more »

END WASTEFUL SPENDING ON TELECOM AND INFORMATION TECHNOLOGY (IT) - No more rice bowling - please!

SEEK ACCOUNTABILITY OF TECHNOLOGICAL INVENTORY VIA ONE UNIFIED PROCESS AND SYSTEM: In this day and age, the volume of spending on Telecommunications and Information Technology (IT) has gone up exponentially. It is an executive manager's nightmare. It impacts all areas of the Armed Forces and Federal Government. By implementing one standardized process and one method of tracking by which all agencies must order and ...more »

Grants.Gov Transparent Reporting Component

Most federal grant award recipients are required to submit at least one report of accountability for the project funds awarded. I suggest the Grants.Gov website include a scalable reporting component that will allow agencies to create grantee performance reports in a similar manner as grant applications and allow the public to view the reports from the Grants.Gov website. The implementation of this suggestion will ...more »

Full life cycle funding

Fund a program's full life cycle upon selection. Instead of tying late-phase funding to future appropriations cycles, carve out everything needed from cradle to grave in the funding cycle when selection occurs. There are two advantages to doing this: (1) All program costs are fixed in dollars for the year of selection--no inflation growth. Program managers would have the flexibility to manage to their costs over the ...more »

Transparency

Information about federal employee salaries, bonuses, travel expenses, purchases, and performance plans should be publicly available in real time on agency web sites, not grudgingly divulged only when it is impossible to avoid complying with FOIA requests demanding such information. This would expose waste and inefficiency and allow it to be eliminated. It would also make it easier to eliminate discrimination and allow ...more »

Bill minutes to create more accountable employees!

I suggest that the USG utilize the concept of "billing minutes" that keeps so many law firm employees accountable for every 6 minutes of their days. Every person's minutes should be available for their coworkers to view, thereby creating not only an environment of accountable individuals, but also an air of competition. Introducing a bit of competition will motivate some employees to go above and beyond, even in years ...more »

An improved Closing Date Notices (CDN) clearance system

Much of the work that the U.S. Department of Education does involves the administration of grant programs. There are many steps involved in running grant programs and one important step for each competition is to publish a Closing Date Notice (CDN). Those notices eventually get published in the Federal Register and serve to officially announce grant competitions. Currently, the publication of CDNs at the Department ...more »

Federal Reserve

Move the Federal Reserve under the Department of Commerce for better transparency and visibilty. Currently, it is a "shadow" agency that is not listed in the blue pages but is under the oversight of the White House. Greater accountability is needed with this "agency".

Better Investments in Our Future Leaders

I believe the Summer Intern and Stay in School programs at the Department of State (and similar programs at other agencies) are wonderful opportunities for us to make very sound investments in the future leaders of our country. I've seen some office make great use of these programs and allow the students to gain every advantage possible from the opportunity. However, more often than not, I've seen the opposite. The ...more »

5% Time for a New US Government Culture

Create a generator for innovation and culture change within the U.S. government by using 5% of every civil servant’s time to come up with cost-saving ideas to improve his or her own individual team, division, or agency. It’s the SAVE Award, institutionalized.
