I suggest that every person who wants to go into a given health care career (EMT, nursing home care, nursing home administration, nursing of any kind, emergency room care, doctor, alzheimer's/dementia care unit, etc) find out before they get too deep into college/training if they have the empathy and caring to handle the rigors of the job they are getting into. Create a stronger career/mentor program for career civil servants employed by the DOD. This would incentivize employees to build a career supporting the Department. Without this employees are not aware of how to build a career and often leave the Department for other oportunities creating an increased cost of replacing employees. Retainment of employees improves continuity in the Department.
Create a civilian assention program identical to the officer assention program for civilians that would like to elevate in the ranks. Currently it is up to the civilian to find opportunities to promote, network and hope to get jobs with increasing responsibility.
