OMB has been requiring certifications in many areas, which are fulfilled by training with no credit for experience or subject matter knowledge. This results in hiring "certified" personnel who waste funds due to a complete reliance on other feds/contractors as SMEs. There should be a competency requirement to become and remain a government manager or supervisor! How about a Manager Certification Program with Level I, II III & IV? There should be mandatory SUPERVISORY or MANAGEMENT training courses that are required for the position of Manager/Supervisor!
Poor managers kill morale, show favoritism to their buddies, slow down performance & production of the employees that get it done, and don't recognize the right employees.
